Tiscali UK has today launched a new package of wholesale broadband services for businesses, which include the ADSL-based Annex M. This new wholesale product appears to be based off newer ADSL2+ technology and can offer downstream speeds of up to 16Mbps and upstream of up to 2.5Mbps under near perfect conditions:

It is a perfect replacement for BT's SDSL services at a fraction of the cost with far more bells and whistles. Unlike BT's SDSL service, which is based on BT's legacy networks, our new offering will easily scale for further enhancement as it is delivered across Tiscali's future-proof 21st Century network."
Annex M is more aligned with traditional ADSL based services rather than BT SDSL and leased lines. It is also available on their Local Loop Unbundled (LLU) network infrastructure. We note that 900 exchanges are already unbundled with another 100 being rolled out by the end of 2008, giving a business footprint of over 55% of business users.
Tiscali are also offering a 1:1 contended 2Mbps SDSL service for "less than half the monthly price of the BT SDSL nearest equivalent product". It will include Enhanced Care, MPLS tagged, QoDSL with Service Level Guarantees.
